Just a follow up on this issue: The libnma.xxx inside '/usr/lib' are versioned 0.0.0. I did some searches and suspected it might be due to a broken upgrade (to note that the upgrading from 18.04.4 LTS to 20.04 LTS went smooth, no issues). I manually remove those libnma*0.0.0 and 'sudo apt install --reinstall libnma0', then 'nm-applet' works.
