Hi, since 'proposed' belongs to the official archives (archive.ubuntu.com/ubuntu) and packages from proposed are just located in a special area there (we call it the proposed 'pocket'), kernels and other packages from there that are signed, are signed with the standard and common key. Only a signed kernel that comes from a non-standard archive (like a PPA) is signed with a different key, hence requires and additional key file.
