I too have this issue with a Dell Latitude 7400. 
Booting with power attached works fine, booting on battery power results in 
getting stuck at “loading initial ramdisk”

In an attempt to rule out Ubuntu I installed Windows 10, patched to the
latest versions, and experience a similar hang booting Windows on
battery power (the laptop entirely hangs just before the Windows login
screen is displayed). Windows Recovery tools still seem operational.

Seems like hardware/BIOS related to me. Sorry I can’t offer anything
more than anecdotal information.
