I did it. No change.

More infos:

The user icon of user 2 is in /home/pictures/ folder of user 1.
The icon is shown for user 2 when she is logged in or logged out. So it has 
access to the picture, but on the main login dialog with all users the icon of 
user 2 is not changed.

And I do not understand why "chmod" is necessary when I add the picture
via the user maintenence dialog. It it works via the dialog it should be
accessible.
