Since it seems likely to me that this is a local configuration problem, rather than a bug in Ubuntu, I'm marking this bug as Incomplete. Specifically samba 2:4.11.6+dfsg-0ubuntu1.3 does ship /usr/lib/tmpfiles.d/samba.conf that creates /run/samba. This works correctly for me in a quick test, including after a reboot. It's not clear to me why this isn't working for you, and you haven't provided full steps to reproduce your issue.
