I had the issue. After trying different things.... I created two files, vtrgb and vtrgb.vga as per https://www.apt- browse.org/browse/ubuntu/bionic/main/all/console-setup- linux/1.178ubuntu2/file/etc/console-setup (even though I am on Focal Fossa) and placed them at /etc/console-setup/ .
