Can someone affected by this bug compile 4.4.2 and see if this problem persists? You can get the latest sources from here: https://ftp.isc.org/isc/dhcp/4.4.2/ Compilation is trivial (untar, ./configure && make). The failover is enabled by default, so no need for extra switches to configure.
