I tested: python3-pykdl:amd64 1.4.0-7ubuntu1
by:
python3 -c "import PyKDL; PyKDL.Tree('foobar')"
git clone https://github.com/ros/kdl_parser/
rm kdl_parser_py/CATKIN_IGNORE
catkin_make run_tests
(according to https://github.com/ros/kdl_parser/pull/38#issuecomment-608474487)

both work fine.
