Ok, I see. The Freeze period is just before a release, now that 20.04 is
officially out, that's another case.

It used to be possible to create a backport of a package to add it to
older Ubuntu releases, see https://wiki.ubuntu.com/UbuntuBackports.
Though I don't know how those are handled these days.
