I'm unable to reproduce this with the current and pending beta images available from http://cdimage.ubuntu.com/ubuntu-core/20/beta/ (specifically the images timestamped 2020-05-29 21:04 in current, and 2020-08-20 09:46 in pending) on a Pi 4B rev 1.1. Do you happen to know if you're using another rev of the 4B like the 1.4?
