I just installed allegro on a Mint 20 in virtualbox, the version of Allegro you get from the repositories is 2:5.2.6.0-1, without the ~focal version addition, and this is the one from Ubuntu, and in it's turn the Debian packaged one.
The version with ~focal comes from somewhere else, so not a debian/ubuntu/mint package problem.
