What's the best solution? Let postfix-doc depend on postfix, or check if 
postconf is available in the prerm?

I think the first one is better, because otherwise the readme_directory and 
html_directory settings may be wrong, if you later install postfix again.
But on the other hand, the -doc package should not depend on the program 
itself: e.g. if you just want to lookup something on a system where postfix is 
currently not installed.
