Thank you for taking the time to file a bug report. Checking the logs I found that you are installing mysql-server along with mariadb-server. Even though apt is careful to remove one of the packages in this case (since both cannot coexist), it is still possible that some misconfiguration has caused the system to be in an inconsistent state regarding these packages. Make sure that you completely remove both packages before installing one of them. You can also make sure that there are no processes listening on the 3306 port (the port where both MariaDB and MySQL will listen to) by doing a "lsof -i:3306" and killing the listed processes.
Since it seems likely to me that this is a local configuration problem, rather than a bug in Ubuntu, I am marking this bug as 'Incomplete'.
