The problem persists. Every bootup leaves the default keyboard labelled as English(UK), but performing like US(?). I note that the problem has been known before, https://askubuntu.com/questions/282283/keyboard-layout-reverts-at-every-boot though I have never experienced it until now. None of the suggested solutions in that question session work for me, and they are all rather old anyway.
