I started to have same problem when upgraded today to Ubuntu 20.04 LTS on my 
docking station with VGA port. 
HP EliteBook 930p laptop
Samsung SyncMaster 2043"
Port: VGA

"lspci" output: 00:02.1 Display controller: Intel Corporation Mobile 4
Series Chipset Integrated Graphics Controller (rev 07)

It worked on 18.04.1

Occasionaly I managed to get it work with "xrandr" setting mode to
1680x1050.

VGA-1 connected primary 1680x1050+0+0 (normal left inverted right x axis y 
axis) 459mm x 296mm

But when I reboot, again it does not work.
