Thanks for taking the time to look into it Rik. I can confirm it was user error. I am still getting used to kde/plasma after years with gnome/XFCE.
For the record (in case others come across this bug in the future): 1. After a reboot, krfb will be running as a daemon in the background. 2. If you click on the down arrow in the system tray (top right of the screen) you will find "desktop sharing". Clicking on this brings up the configuration window. krfb is not responding when trying to run it from the menu or commandline after a reboot because i is already running!
