I took your suggestion and modified it slightly.

sudo -s
do-release-upgrade -d (expected to fail)

cd /var/cache/apt/archives
dpkg --force-depends --force-breaks -i libnss-nis_3.1-0ubuntu4_amd64.deb

do-release-upgrade -d

It did allow the libnss-nis package to install. Afterwards, running do-
release-upgrade -d worked nicely.
