Public bug reported:

After `apt install restic`, doing `where restic` shows:

```
/usr/bin/restic
/bin/restic
```

Neither is a symlink to the other; they are copies of the same binary.
Is this a bug, or is this intentional? If intentional, why is the binary
included in two different places?
