This is slightly bizarre behaviour.  With the gauge empty, could you run
the following commands:

    $ lshal 2>&1 | tee /tmp/lshal.log
    $ gnome-session-remove gnome-power-manager
    $ gnome-power-manager --no-daemon --verbose 2>&1 | tee /tmp/gpm.log

Then go through your steps two and three, before hitting Control-C to
stop gnome-power-manager.  You should attach /tmp/lshal.log and
/tmp/gpm.log to this bug report using its web page.
