I couldn't replicate the issue by copying the file and fixing the XML on
my server, but the response headers are probably different there.

When I fetch the page with wget, I get a document entitled
"Documentation for Ubuntu 6.06 LTS"; when I try to view the page with
Safari, I get a document entitled "Ubuntu Dokumentasjon".

I don't know if Safari uses the Language prefs set in System Prefs, but
my language preference order is set to:
 Maori
 Australian English
 English

Perhaps I'm being served a different copy of this file to what you're
seeing? I don't know why I get it Dutch though (unless Afrikaans is
considered the nearest thing to Australian English?!)
