I'm using my Mobile Broadband device for 2 years, I came from Ubuntu 20.04 and those unusual behaviours weren't happening there. The time range of 15-25 mins is the time the device is truly ready and even appears on as USB mass on any device management tool (I see it from gnome dock). And I don't believe it's any kind of hardware failure because I used in recently on Windows 10, I have dual boot.
