I tracked down the problem to a regression on package libmutter-7-0. The problem occurs with latest version, 3.38.1-2ubuntu1, but when I downgrade the package (and also the package gir1.2-mutter-7) to 3.38.1-1ubuntu1 the gomes went full screen normally.
