I had this issue with ThinkPad X1 Extreme 3rd gen with Ubuntu 20.04 and
Thunderbolt 3 Dock gen 2. It got resolved when I plugged second power
adapter into the laptop directly. I have 135W adapters for both laptop
and the dock and thunderbolt cable for connecting them. There is
different type of the same dock called Thunderbold 3 Workstation Dock
and the difference is in cables and adapter only. It has stronger
adapters and the cable for connecting laptop and the dock has additional
power wire in it. I contacted Lenovo support in order to replace them.
