The best we can reasonably do at present is to rotate the file on login,
so that the information from the previous session is available for
debugging, but the file won't grow out of control.

Users who log out rarely should still be OK; a reboot from time to time
is still necessary in order to apply updates, and this file should not
grow very quickly.  If a program outputs too much data to this file,
that's a bug which should be fixed.
