Common reasons for that are
a) flaky behavior on start/stop of the service (usually resolved by 
re-triggering the upgrade)
b) (more common) having another service, maybe even a 3rd party mysql/mariadb 
server that runs and blocks that port

You'd need to resolve this local config issue and the upgrade should
then complete again.
