In this case, LXD was halfway started but stuck in early initialization, so everything hanging is actually somewhat reasonable.
The service didn't fail but also didn't finish starting, so failing activate would have potentially caused another attempt making things worse. The issue in this case is qmp hanging for some existing VMs. We have a potential fix in the upcoming LXD 4.9 (due today) so hopefully that will help. For the snap, I don't think we should change anything there.
