OK, sort of figured it out :-). Seems I need to also modify /etc/apparmor.d/usr.sbin.libvirtd. Let me dig into that one separately ... LOL.
On the USB front, thinking a basic configuration file should be sufficient for debugging - no drives needed, etc. Do you happen to have one (or a partial) that you can share - so I can try the setup you have?
