Public bug reported:

The caps lock button is not working properly on the login screen, it still
shows there 'caps lock is on; message but entered letters are not capitalized.
Suppose I want to enter a password "SOMETHING" and I type it with the caps lock
button on, it still types "something", with shift button this is working fine.
