I was able to get ubuntu installed successfully using ZFS by doing an offline minimal installation both `Download Updates` and `Third Party Software` disabled. The installation was successful and Ubuntu booted ok. I have now switched my production desktop over to the new installation.
I suspect the majority of the failures were due to `Third Party Software` option (https://bugs.launchpad.net/ubuntu- cdimage/+bug/1871268).
