I have the same problem with 20.10 on my notebook. The problem is probably not in xfce4-power-manager, but in xfce4-screensaver package. Similar behavior is under Hyper-V: https://bugs.launchpad.net/ubuntu/+source/xfce4-screensaver/+bug/1871817
