I confirm the hirsute version fixes the issue. I created https://bugs.launchpad.net/ubuntu/+source/cups/+bug/1915181/ recently without having seen this bug report, and I'm pretty confident it's the same issue.
I reinstalled groovy on a VM, confirmed the bug occurred (it did), rebuilt 2.3.3op1 from hirsute and installed it.
