Mouse cursor works when frozen.

Actually, it looks like psensor does hang until the system starts to come back. 
 It does show a spike (of unknown amplitude) in CPU usage (tenfold) and CPU 
temperature and there is an audible increase in fan speed. Top/gnome-terminal 
also freezes.  
top -d 1 -p `pgrep gnome-shell|paste -sd,`
If I run a command in a terminal that writes the date once per second and tee's 
it to a file, the terminal output will freeze immediately when desktop freezes 
but the timestamps in the file show it still continues to write to the file on 
time.  CPU pressure was not high but CPU usage was fairly high but not on all 
cores simultaneously.
Duration of freeze on lightly loaded system was around 25 seconds.

Quickly switching to another console and running top shows apport and 
whoopsie-upload at top of CPU usage.   Turning off Settings -> Privacy -> 
Problem Reporting -> Send Error reports to canonical changes nothing.   
apport/whoopsie-upload still run and eat 100% of cpu.
