If the behavior of glibc is changing wrt syscalls, and this is causing a
regression in the behavior of a leaf package, saying that we should
backport the syscall to older kernels is unsatisfactory to me; since we
broadly expect Ubuntu to run as a container on miscellaneous hosts that
are of reasonably recent vintage, without depending on Ubuntu-specific
kernel backports. So I would like us to agree a plan of action here
that doesn't involve punting to the kernel.

If there is a reason to think that this is a bug in the tests of
notepadqq, rather than a regression in the runtime behavior of the tool
as a result of glibc requiring this new syscall without suitable
fallback, then please explain that here and we can move forward.
