In the appearance manager under System > Preferences, I have my visual
effects set to normal. Upon booting up my computer, if I open any
application, the bar at the top of the window (the bar with the
minimize, maximize, close buttons on it) is tiny (about 1/6 the normal
size maybe). The application name is in a tiny font, and the
minimize/maximize/close buttons are represented by little dots. To fix
this, I have to go into my appearance preferences and change my visual
effects settings from 'normal' to 'none'. At this point the bar is at
it's normal size, and when I switch back to normal visual effects the
bar remains it's normal size. Only when I shut down or restart my
computer does it revert back to being tiny.

I am using gutsy, and the 'advanced desktop effects settings' package is
installed, but not currently in use.
