Public bug reported: Linux is great and famous for being able to install most updates without Restart.
However, recently Ubuntu started showing only "Update & Restart" button in GUI, even when no kernel packages are offered to be updated. There should be only "Update" button without restarting when no kernel updates are pending. Why do people now get Windows-like experience of always restarting?
