Public bug reported:

I ran a do-release-upgrade and all seemed to run ok until it hit some
kind of error at which point it exited saying the system had been
returned to its original state. Unfortunately it hadn't. I carried on
working, thought nothing more about the error, assuming the system was
as it was before, until I rebooted.

The system booted, launched X, sddm and the login screen. However, the
login screen was a mess, no icons and black text in black boxes. I
logged in and the desktop was the same, actually worse. I dropped in to
the terminal to discover there were 3,500 package updates. The /etc/apt/
directory had been overwritten with entries for hirsute. Some packages
must have already been updated to break the DM so badly. Attempting to
run the updates showed there was one new package that conflicted with a
new one. The old package uninstalled with no dependencies and no issues.
Sorry, can't remember the package, but it was a -data or some such.

I need this system, so I have now fixed the issues, it may be too late
to gather much more information.
