(You have tagged this bug against your internet login, but your provided
message appears to be about a computer booting?  You also mention 18.0 &
20.0, but there are no Ubuntu releases by that name; it's possible you
mean 18.04 (desktop or server), and 20.04 as year.month is a format used
by Ubuntu's main desktop & server releases, with the specialist releases
using year only (eg. Ubuntu Core 18).  Either way I can't see how this
concerns your internet login (SSO).  Possibly you mean ubuntu-release-
upgrader,)

Title:
  I try to update 18.0 to 20.0 but taking time so I mistakly forced turn
  off and again open the system getting something error like (error 9
  descriptor) bootup page screen was blinking and can't enter Ubuntu
  user login
