Thanks for testing. I was under the impression that the 3rd patch was
dependent on the 2nd patch since they both deal with the consumer side.

What do you think about moving forward with just patch 1? Unfortunately
it doesn't reduce the impact of the original bug reported here (based on
your testing) but it does fix the incompatibility of queens and train
communication but can't because train only consumes from the default
exchange.
