For the systemd packages, this is better fixed by Debian and then inherited by Ubuntu, and there is Debian MR to do this: https://salsa.debian.org/systemd-team/systemd/-/merge_requests/121
Once that's merged, Ubuntu will pick it up in the next release. For other packages that create user accounts, it doesn't make sense to open a bug against systemd - each package that needs modification should be listed in the bug.
