Could you try uninstall rtl8821ce-dkms and reboot to use in-tree driver?

  $ sudo apt purge rtl8821ce-dkms

You'll need a reboot to load in-tree driver. You can always install that
back if necessary:

  $ sudo apt install rtl8821ce-dkms
