I believe that the dependencies for this package are not satisfiable for an offline build. In gsa/package.json, it lists several packages that don't appear to be present in Ubuntu. Note that the build in debian only succeeds seemingly by this comment: "It needs to download many DFSG-free node modules during build of the arch all package"
Even some of the packages that it asks for are too old - for instance it asks for @babel/cli, but the package.json requests 7.10.4 or newer where we have 6.26.0.
