Public bug reported:

There is a very high noise level whenever the audio driver doesn't get
used for a while (after 5-10 seconds). The problem goes away whenever
any sound plays, even a completely silent video. There is a solution
online that sets two values to prevent the audio driver going into power
save state, but the solution isn't permanent and isn't a real solution.
That 'hacky' solution uses the following two commands:

echo 0 | sudo tee /sys/module/snd_hda_intel/parameters/power_save_controller
echo 0 | sudo tee /sys/module/snd_hda_intel/parameters/power_save

Power save sounds like a good feature to have, but there should be an
option to disable it or something when the motherboard/audio card has
high noise levels when it enters power save...
