I did some play (comment #7)
Note: landscape (with panel) & portrait monitors

- logout & login and issue still OCCURS
- installed `xfwm4` & switched to that 
- logout & login & so now using `xfwm4` & issue is GONE, however the panel is 
now on the portrait monitor so it's not the same...
- i forced panel to other (landscape on left) display and issue still does not 
occur
- switched back to `openbox`, logout & login again
- issue is NOT occurring now here either...

this was repeated a few times and I could not get issue to re-occur...
(like it never does on my primary box).

This issue is of low importance in my opinion, hard to get it to occur
(chance) & then it won't generally re-occur like now for me. It'll be
heard for devs to find, confirm let alone fix.

** This bug has been marked a duplicate of bug 1810075
   lxqt-panel: menu-button opens in wrong position (on portrait display, normal 
on landscape..)
