Could you try if using directly the mkfs command is working?
$ sudo mkfs.vfat -I -n label /dev/sdc

I guess you checked the journal for clues?

The command you provided works fine on my hirsute system to format an
usb key in vfat, I'm not sure if the type of device could make a
difference there...
