I'm not sure, but this makes me think of the kernel maybe being related.
Well this isn't system-virtualization, it is an emulation so the
chances are much lower than usual, but might be worth a try.

In #3 which kernel did you use and is there a chance you could
try the one of 21.04 for a test? Then we'd have
  #4 qemu-and-kernel-of-21.04 in 20.04 environment TBD

Another - more cumbersome, but helpful - test could be
- start in a 20.04 virtual machine
- test should fail
- upgrade components to 21.04 one by one
- iterate the test
- once it works, downgrade the component again
=> Can you this way find a single piece that gets us in/out of the bad case?
