Thanks for taking your time to report this issue and making Ubuntu better. I can confirm that wesnoth-1.14 is wrongly listed with proprietary license in Ubuntu Software on Ubuntu 21.04. I remember seeing reports for other open source packages also listed with wrong license, but I don't know if there's a common root cause for these.
