Thanks for outlining the steps that you follow.

"ubuntu iso will not trigger this" is interesting, so the guest must do 
something unexpected.
I was fetching the very same iso CentOS-7-x86_64-Minimal-2009.iso and tried 
this with Focal (as you did) and the virt stack of the most recent Hirsute 
release.


The defaults of this would create a quiet different guest.
- You had i440fx and the default in virt-manager is q35 for quite a while.
- Also the bus for the cdrom would be SATA by default, I selected IDE as you 
had in your example.
-> That somehow ties into the odd machine type I asked above which should not 
work at all in 20.04; your setup must be interesting/complex I guess :-)
