Okay, I think I see an issue that I'm investigating right now, this might be a verification-failed actually. We might need to cherry-pick something more than just the selected patchset.
I have observed that if you set ActivationPolicy to a mode that doesn't default to bringing the interface up on boot (like 'manual', 'down' or 'always-down'), systemd will wait indefinitely for the given interface to become online on reboot.
