This is somewhat related to bug 1873164. In both cases they are landscape displays that just don't yet know which way is up.
Since we don't have access to the user monitor config (or know which user) during boot, it's not possible to find out that way. It is however sometimes possible to read from the monitor over i2s bus which way it is rotated.
