No, sytem-config-printer was introduced into Red Hat Linux by Tim Waugh, Red Hat's printing guru. Since we are using it also for Ubuntu, I have also full upstream developer access (and I have already added several features and improvements) and Tim Waugh is also bug contact for the Ubuntu/Launchpad bug reports which made him also finding and fixing a lot of bugs.
